It is not possible to generate 1 Mhz clock using the timer that too with 12 Mhz crytal, why?
The fact is that it take 12 T states to increment 1 timer count. Already this means that your timer counts at 1 Mhz max speed. Considering the overhead involved in executing ISR, the matter is even worse.
