I got to checking pins, and to make a long story really short, the 74ls241 IC I was using to control my PSEN, EA, and RESET lines from the DTR line of the serial port was bad. My reset line was dropping to 0V correctly, but when it should have gone high, it was at 2.5v. I replaced this chip and it worked fine - the LEDs started flashing away! LOL.
