Depending on your application you can rectify your 110VAC into dc then use PWM techniques to generate your sinusoidal signal, the pot goes to A/D converter which tells the microcontroller the phase shift required.
Long time ago I used synchros, i can't remember if they do the trick or not, its worth checking it out.
