The first line should be your clue, here it says it's external, so the assembler is expecting it from another file.

I'm assuming you got this file from somewhere, so I would think that there are more files required.

have a search through all thef iles you got for it, and if I'm thinking right at this time of the morning, then there will be a reference to FREQTBL in those.
