Can you please refer to the link for ATMEL's application note for 36 Keys kepad?

Regarding 74C922, this chip can decode 16 Keys only. 74C923 can decode 20 keys. Both chips can be used to decode more keys. The exact method is described in the data sheet of MM74C922/923
