Thanks, I think I will have to do what you suggested i.e design my own.

V23 is still being used since the connect time increases with high speed modems, approaching some 12-15 seconds with V-90. In order to save the toll, some applications still require slow modems.

I have studied a lot of modem manuals and have found some clue, but no clear explanation.
