Can the settings be saved?

Yes. There is a checkbox which does this for you. Take a look at the Debug Tab in th e Project Options dialog.

Note that only GLOBAL watches are saved. Local watches are only possible when the variable is in scope.

That's why there is a locals tab in the Watch window.
