Michael,
A discrete PWM circuit isnot very hard to do at all. Generate a 20 Khz Saw tooth, you can use an opamp, then run that into a 311 comparator and compare the level with the voltage held on a capacitor driven by your original PWM output. Let me know if you want me to clarify the circuit.
