This is very common problem. although your VCC is always connected to VCC. But when you switch off the power of the CPU, the CPU /WR signal is not stable. So in this time, it maybe be write some data into your memory. There are some methods to improve.
1. add some IC, such as MAX705.
2. Use serial memory.
