The 2764 is EPROM NOT EEPROM. You program EPROM with the PROG command, once you have set up suitable programming hardware. FPROG programming is more complex: you have to change Vcc to the EPROM as well as Vpp.

Like I said, you need a custom routine to burn EEPROM.
