Downward compatibility specifically with the earlier microcontroller called the 8048 from Intel where the timers were 13 bits. At the time Intel thought it would help people port their applications from 8048 to 8051 instead of them jumping off the Intel ship and going with Motorola of some other microcontroller vendor.
