There is no eeprom3 software (neither programmer)! The programmer's author isn't working with that project, at leas for now as you can read at:

The software (version 2) is DOS only, but works. For a windows software (and another programmer) look at http://www.batronix.com

The design is a little more complex, but you can dowanload eagle-type files for etching your board. Or can try to build it in a breadboard (I'll try in a few weeks... )
