The Cygnal part has on-chip JTAG debugging - almost as good as a real ICE, and certainly more like a real ICE than the original idea.

The same could be said of the Triscend E5, etc
Yes, but what about the ~1000 units I deliver each month to people that have neither desire or knowledge to use ICE (and I do not want them to). Why should they pay $51 (3 controllers) more for something they do not need.
