I always like to verify the time delays in a program using an oscilloscope. Look at some port bits that are affected by the delay and measure the actual delay!!.

Also the delay programs using three registers like you show above are cumbersome. You may want to look at this post I made that has a delay loop calculator spreadsheet that you can download.
