which external watchdog and brown-out detector do you suggest?

It must be low cost and with active high reset output. I tried tc1232, but it is too sensitive for noise (100ns spike resets it). I tried 100nf accross 1232, but with no effect.

I want to implement my project in the car, so any experience of power supply would be appreciated. I was considering dc/dc converter - car charger from old gsm phone.
