You should make sure that the DTMF generator is actually generating a signal before trying to debug the DTMF receiver. Look at the transmitter output on an oscilloscope.

Note also that the DTMF receiver will have a settling time. The DTMF signal has to be present a minimum amount of time before it will be detected. See your data sheet for these times.
