cygwin (a free unix shell environment run from a DOS window under Windows) has cvs on it.

It doesn't have rcs or sccs (I like sccs). At least they are not in the path or in /bin.

I am running cygwin version NT_5.1.

I haven't TRIED cvs, but there it is.
And you get gawk, too! :)
