can any one help me?

I try to write the sle4428 but i can't , i don't know what is my mistake ,
i test different opcode for psc verify and write operation .
when i do the psc verification alone , it does succesfully but when i do
it after writing the error counter , it doesn't succesfully .

another question,:
I have to atr and read operation before any operation and write ??

step:
1-atr 2-read operation 3- write the error counter 4-psc high verify
5-psc low verify 6-write the byte


control byte:
op code for read :
1-send "070h" 2-send "0" 3-no effect


op code for writing error counter :
1-send the "0f2h" 2- send the "253" 3-bit mask ? "0feh"


opcode for psc verification :
1-send the "0b3h or 0cdh" 2-send 253 /254 3-psc byte '0ffh'


opcode for write the byte:
1-send "033h or 0cch" 2-send the add byte 3-send the value of byte
****the i/o line must be high but goes down during 202 clock pulse ***
