Actually it is an ISP chip so you don't really need a programmer. More so even if a programmer is available, the PLCC or the TSSOP zif socket price will be a killer, particularly in India. Better make an adapter card so that you can plug it in and pull it out of your PCB and on this adaptor card put the ISP connector.
