The problem of supplying the motor with the set current even when idle is easily taken care off when you use a dedicated controller like the L297 from SGS. It has both Enable as well as Reset pins and you can use them as required. Some applications call for a hold under load and the windings can be kept energized by cutting the clock alone as the clock is also fed to a separate pin.
