Looks more like a programmable power supply than a junction ...

Anyway, I would use an LM317 with 3 transistors to set the output voltage. See http://www.angelfire.com/electroni.../lm317.pdf page 18 to give you a hint. For the 12V output you may want to use a by-pass if your supply is less than 15V.
