You could make up a small microcontroller that has onboard flash and suitable firmware to produce the desired function. It is unlikely that you will find a ready made LSI chip to perform the function you desire.
You may also be able to design a program for a field programmable gate array that woulf perform the desired function. Very few specialized custom chips are manufactured anymore except for the extremely high volume applications. The reason for this is that there are just too many specialized applications.
