Tricky question with no definite answer.
There are bead thermistors with pretty short timeconstants. It depends very much on just how well you can make contact with the heat source. We embed one of our devices in a special low temperature metal alloy to get fast response. Infra red will be fast but nothing like as precise if you are after trying to detect things like ovulation.
