It could be the reset circuit and it could also be additional circuits. It seems to me that it is almost for sure this CPU circuit has a condition wherein the charge in the storage capacitor is holding a pin on the processor at a voltage above the VCC pin or below the GND pin at some time during the short term power down / power up cycle. This condition is most certainly leading to latch-up.
