Hi Waqar,
OK, you want to use pulse dialing. From your post I thought you wanted DTMF. Interpreting pulse dialing pulses is very similar to interpreting Morse code. Do a search for Morse code, amateur radio or ham radio. There are programs out there that map Morse code to text; you can probably find source for one that you can modify for your phone system.
