If cost is a big issue I suggest you take the stepper motors out of old dot matrix printers, also driver board will be handy to drive the stepper motors which is already built for the printer.
You can also use the same power supply of the printer cutting cost further down.
the rest PC -> max232 -> 8052 software on both sides of PC and 8052 - > protocols.
