The smallest E5 package is 128-pin TQFP - so probably not what you want, then? :-(

Anyway, you're right - power pins are not configurable (now that would be really neat!!!)
On 128-pin they are:
GND: 1,10,18,25,33,38,46,49,57,65,72,78,82,89,97,102,109,111,121
VCC: 17,32,45,52,64,77,81,96,110,116,128.
