On a power VHF transmitter I have seen a simple schematic to drive the cooling fan always in the right direction. It was only a resistor a capacitor and a relay, thats all.

The RC circuit act as phase shifter, so that the relay was powered only in one direction and reverse two phases to the fan motor.
