It is even more easier to use on of the microcontrollers of Atmel/Phillips/Dallas ( any entry level micro) along with a RS232 level shifter ( for communicating to the pc ) and one more chip ( a tri state switch ) to switch the micro to download mode, write your program on the pc compile it and send it to the micro. and you can do it on a simple point to point pcb.
