not at all, the baud rate is prgramable on the pc. you just have to set the value of the regiter on 16550 inorder to get the certain baudrate.

"You set bit 7 of register 3, which makes registers 0 and 1 one big word-sized register that is used to hold the baud-rate divisor. This divisor is calculated as 0x1C200 / baud_rate"

you can do it easily in VB using 'MS COMM' control but you may or may not get the port all the times as some other windows application can grab it for its own use.
