To prove something is no good you must first prove to yourself that you are doing everything correctly... seems unlikely 8 devices would be no good, unless you know otherwise.

Remember, the device needs a crystal (running too! and fast enough, or you have to slow down the programming clock), it needs to be in reset when programming, you must have the wire connections to the 3 programming pins (SCK, MISO, MOSI)...
