I think I will go with 4 x 74HC595. Can sink/source 25mA,...

No! Continuous current through Vcc or GND pins is +-70mA maximum. So, dividing this by 8 only about 9mA may flow per pin.
There are some nice high efficiency 7-segment displays on the market, only needing about 5mA for fabricating enough brightness.

Bad thing is I will have to add 32 resistors,...

Come on, that's not so bad. Take a few single-in-line resistor arrays, and you will not even waste any relevant PCB area.
