You are very correct in pointing out that "best way" is a value judgement. Value judgement can mean different things depending upon the desired goal. The things I can think of right off the top of my head that may be the different types of value could be one of....

a) Smallest code size

b) Fastest code execution time

c) Simplest to understand code solution

d) Shortest coding time to working solution

e) Most obfusticated code for making code complex

f) Lowest level instructions on a stripped down IP core

I posted the Puzzler using the "best way" request so that there was the possibility that there would be more replies based upon various participants own value judgements.
