Given the amount of effort involved in implementing a fully EMV2000 compliant interface, that should come as no surprise!
Have you looked at Atmel? They have a line of 8051 controllers with built-in smartcard interface. I believe they also have some reference designs that include EMV2000 libraries.

Why this restriction?
If it's the UART functionality you're after, there are several 'software serial ports' to be found on the web.
