The timing characteristics give the hardware designer all the information to design the circuits for the correct operating conditions: theyt explain how long the data lines and addrsss lines need to be stable for before the rising or falling edges of RD WR or PSEN for example. Usually they have little relevance to the software, save for calculations of execution time.
