Or in the condition specified by Kai on the very end of his last post,,,,,there may be a significant decrease in current draw of the LPC932 off its VDD pin if after power to the external 74HC04 is shut down, a delay is inserted and then the port pin of the part that was previously connected as an input can be turned around and made an output pin and set to low level. This output may end up sinking some current into GND pin of the LPC932 from the powered off 74HC04 output but this current would not be seen on the VDD pin. It is often the case that this leads to lower overall current consumption off the standby battery than if 100K resistors to ground are used to hold the LPC932 pins to GND.
