Yes, it is for BIA. From what I've gathered so far this device should measure resistance and capacitance of the resistor in parallel with a capacitor. Desired ranges: for resistance - 0 to 1000 Ohm, for reactance - 0 - 500 Ohm @ 50 kHz. Could you suggest a good book or website to read about methods of such measurements?
