It is sad how often that is the case! :-(

Far too much otherwise perfectly good test equipment, etc, is spoiled by crummy user interfaces. :-(

Presumably, the manufacturers think they're done when the hardware's finished, and the user interface is just stuffed on as pretty much an afterthought.
Trouble is, the user interface is the bit that the customer actually has to deal with to use the product!

eg, the interface for a certain well-know gang programmer has the following in one of its menus:

1^th device

2^th device

3^th device

4^th device

5^th device

What does it say about their quality system - let alone their attitude to their paying customers - if rubbish like that can actually get shipped?! :-(
