I assume, you use a 12MHz crystal and a CMOS prescaler e.g 74HC93. After the 2. stage you have 12 / 4 = 3MHz. Use XTAL2 to drive the clock of the 74HC93. Its reset line connect to a port pin. So you can synchronize the prescaler. On 12Mhz you can only generate a baud rate up to 4800 baud. Otherwise use a 24MHz crystal for 9600 baud and the 3. stage of the 74HC93 for the 3MHz signal.
