I can't answer for Rauf, (obviously...), but I would guess that what was meant was a system that allows the use of the standards of VB, (with some specialized keywords specific to mCs, to address the ports, timers, etc.), akin to the adaptation of C to program mCs.

If that's what was meant, I would welcome that myself!
