From what I read about the LPC932 the bits that select the oscillator source are programmed before user code can run on the machine. It would appear to me that once these are set to an external oscillator select that you will be required to supply an external clock in order to get the on-board loader to run. I did not see any thing about ISP mode entry having any type of override for the oscillator select bits. Thus you will need to supply an external oscillator in order to get the flash loader to run.

The Cygnal family of parts are way better in regard to this scheme in my estimation. On these parts they always start up with the internal oscillator selected and then after the program starts up it switches over to the external oscillator should that be the desired way for the chip/system to operate at run time. Another thing about Cygnal parts that I feel is better is that there is no precanned on board boot loader that needs to run to enable FLASH programming. Instead a JTAG port interface supports direct protocol to program FLASH. This is more reliable because you have no worries about if the loader bytes or the access vectors get accidently trashed.
