While not actually answering your question, here is some facts.

I do color displays where the display is updated every 1o ms with another display (1 of 3). To maintain constant intensity, the color is determined by mixing 16ths of red, green and blue, so for some colors there will be 1/16 of one of the colors.

so 10ms /3 /16 gives a satisfactory result (the sixteenth is actually a sixteenth of full intensity)
