Actually chkbusy raises and lowers EN line in each iteration of the do-while construct, and I doubt that this was meant to be the proper way...



looking at a data sheet of an 44780 LCD controller, it looks as if the chkbusy() function is not doing anything that should not be done...

That would make the tutorial's WAIT_LCD routine not according to specifications (well, at least not accoring to this data-sheet..)
