It seems that you are not still very much sure about what you need. First define the objective, write down the requirements, then select a micro and if you are not sure if you would need some more I/O or ADC DAC channels, then chose a slightly higher derivative.

I don't know the link but Keil has a comparison chart type thing on their website. You can search it at http://www.keil.com

Once you decide your micro, then look for an evaluation board (particulary for that micro or one which has all the functions of your selected micro).

Phytec has some good evaluation boards.
