There are ready made things called "Video Sender". It takes 12 or 5 volts, your audio and video as input, and transmits it on RF to a reasonable range.

OR

Take out an RF coverter from an old scraped VCR / VCP. Give it audio/video but to get range you will have to raise the antenna fairly high.

I think video sneders are available in Dubai.
