I have no experience with this EPROM simulator. I have, however, been extremely frustrated using an EPROM simulator in the olden days when code memory was external. An eprom simulator cost 1/5 of an ICE and provide 1/100 of the functionality, not a good trade. By my recollection of the price of such animals, you can get a Cygnal dev board which comes with 95% ICE functionality (also on your board) for less or the same money.
