in order to use most of the radio spectrum must be licensed. There are certain bands within that spectrum that are usable with 'digital' communications and there are some bands where it is not allowed. This band allocation is done by international agreement. You will need to ascertain what bands in the VLF region allow the use of 'digital' transmissions.
