Why not use a flash device with 64K?

Now we wanted to break the code in 2 parts, 1st for micro controller, that is fixed and 2nd for ep-rom that is changable, when we found any bug, we wanted to change the code and micro controller is fixed.
And if the bug is in the microcontroller memory?
