Is that mandatory ? The MII doesn't either ! It uses either a circuit diagram (my favourite input method) or SPC , which, I suppose looks a bit like a flowcharting/ladder logic type method.

before you do this crazy thing, look very very carefully at Crouzet, Klocker-Moeller, AB, Siemens and everyone elses PLC. I really would back off this one if I were you.
