The question is again what device. A lot of the new 3.3V devices are 5V tolerant at input. If not see at application hint of the manufacturer of your 3.3V device. Quicklogic p.e. advise to use serial resistors of about 60 Ohm to connect 5V to the 3.3V IO voltage
